Moving out of Webull: the $75 transfer fee, Public's 3% offer (until Oct. 26), and Robinhood's, which ended Oct. 16

Webull's price list puts the cost of leaving at “$75 per Outgoing Stock Transfer”, charged by its clearing firm, Apex. Since the House Select Committee on China published a report on Webull on October 7, 2026, two brokerages have offered a 3% bonus on transfers that come from Webull, each only on transfers started by a deadline. Robinhood's window closed on October 16; Public's is open until October 26. Their terms, read October 10 and reread October 17, 2026:

  • Robinhood (ended Oct. 16): 3%, paid when the transfer settles, taxable accounts only. Its terms: “Notwithstanding the foregoing, eligible ACATS transfers that originate from Webull Financial LLC (“Webull”) between October 7, 2026, and October 16, 2026, will receive a flat Bonus Rate of 3%.” The window closed at 8:59:59 p.m. Pacific (11:59:59 p.m. Eastern) on October 16. Transfers started before then still count if they settle later. There was no cap, and the bonus is charged back in part if the money leaves within five years.
  • Public (open until Oct. 26): 3%, paid in 72 monthly installments, IRAs included. Transfers started from October 7 through 11:59 p.m. Eastern on October 26, 2026 count. The match applies to up to $1,000,000 of transferred value, so it tops out at $30,000, and withdrawals lower the payments still to come.
  • Who pays the $75: Robinhood repays up to $75 of an outgoing fee on a transfer of $7,500 or more. Public's general transfer page offers up to $100 when the incoming account is worth over $5,000; its Webull terms do not mention fees.
  • SoFi: some coverage reported a SoFi 3% offer for Webull customers. We found no SoFi page for a Webull offer. SoFi's terms page for its general 1% match, which ended October 13, 2026, returned "not found" on October 17.
  • Either way, start at the firm you are moving to. Both offers count a transfer by the day you start it, even if it settles after the window closes.

We report what each firm publishes. Whether to move, and where, is your decision; nothing here is a recommendation.

What 3% comes to

Value transferred from WebullRobinhood (ended Oct. 16)Public (until Oct. 26)
$5,000$150 once$2.08 a month for 72 months, $150 in all
$10,000$300 once$4.16 a month for 72 months, $300 in all
$50,000$1,500 once$20.83 a month for 72 months, $1,500 in all
$250,000$7,500 once$104.16 a month for 72 months, $7,500 in all
$1,000,000$30,000 once$416.66 a month for 72 months, $30,000 in all
$2,000,000$60,000 once$416.66 a month for 72 months, $30,000 in all (capped)
Our arithmetic from the terms: 3% of the value, with no withdrawals. Public rounds each monthly payment down to the cent and adds the remainder to the last one; its own example: “For example, a $12,000 Eligible Transfer has a Match Amount of $360, paid as seventy-two Monthly Match Payments of $5.00.” Robinhood values a transfer at the closing prices on the trading day before it settles, Public at the closing prices on the settlement date, so the bonus follows the market on those days.

Each firm's terms, in its own words

Robinhood (ended October 16, 2026)

This offer is closed for new transfers. Its terms, for anyone who started a transfer in time. Who qualified: “The Bonus Offer is only available to legal residents of the 50 United States and D.C. who have an individual or joint Robinhood taxable brokerage account”, and only self-directed accounts count. Robinhood IRAs are not part of this offer. The window, in Robinhood's words: “The Offer Period begins on September 21, 2026 at 9:00 AM PT for the Hood Summit ACAT promotion, and on October 7, 2026 at 4:30 PM PT for ACAT transfers from Webull, and ends on October 16, 2026 8:59:59 PM PT.” “You must initiate the account transfer during the offer period, although the account transfer may settle outside this period.”

The amount: “There is no maximum limit (uncapped) on the total reward match an eligible customer can earn under this promotion.” It is figured on net new money: withdrawals from any Robinhood account through the end of the window are subtracted, and a margin balance transferred in is netted out. Payment: “The Bonus will be deposited into the customer’s Brokerage Account instantly after the customer’s eligible ACATS transfer settles.”

The five-year hold: “For five (5) years after a Bonus is credited, if a customer makes a Withdrawal from the Brokerage Account, Robinhood will determine whether a chargeback applies”; withdrawals count first against money that earned no bonus and then against gains, and “The chargeback amount described above may be reduced based on the customer's progress toward the five (5)-year holding period.” After 90 days, a one-time 60-day grace period allows withdrawals without a chargeback, but not transfers out.

Eligibility in practice: “Customers who do not see the Bonus Offer in their app may be subject to restrictions and therefore ineligible.” Fees: “For any full or partial account transfer into Robinhood that's $7,500 or more, we’ll reimburse the transfer fees your other brokerage may charge, up to $75.” Taxes: “For taxable accounts, the value of all Robinhood offers received or charged back may be reported on applicable 1099 forms where required by rules and regulations.”

Public (open until October 26, 2026)

What counts: a transfer from your taxable Webull account into a Public brokerage account, or from a Webull IRA into a Public IRA. “The Webull account must be held in the Customer’s own name.” “A transfer initiated during the Offer Period remains eligible even if it settles after the Offer Period ends.” The window: “the period beginning on October 7, 2026 and ending at 11:59 p.m. Eastern Time on October 26, 2026”, and “Public Investing may end the Offer Period earlier, or extend it, at any time in its sole discretion without notice.” “Ending the Offer Period does not affect any Eligible Transfer initiated before it ended.”

The amount and the cap: “This 3% Match Amount is in place of, and not in addition to, the 1% match offered under the Standard Match Program.” “Public Investing matches up to $1,000,000 in total transferred value per Customer under this Agreement (the “Match Cap”).” “This means the maximum total Match Amount a Customer can receive under this Agreement is $30,000 (3% of $1,000,000).” “The Match Cap described in this paragraph applies to all Eligible Transfers, including those initiated before October 9, 2026.”

How it is paid: “The Match Amount for an Eligible Transfer is paid in Monthly Match Payments over the Match Period rather than all at once.” “Each Monthly Match Payment equals 3% of the Matchable Amount, divided by seventy-two (72).” “Withdrawals and other Funds Removals can reduce future Monthly Match Payments.” “If the Public Account that received an Eligible Transfer is closed for any reason, the Matchable Amount of that Eligible Transfer is reduced to zero and no further Monthly Match Payments will be credited for it, unless Public Investing agrees to continue them in another of the Customer’s Public Accounts.”

Taxes: “Public Investing processes and treats all Match Amounts (including Monthly Match Payments) as interest earned by the applicable Public Account for tax reporting purposes.” Fees: Public's general transfer page says “If your current brokerage charges you on the way out, we’ll even cover up to $100 in fees if your incoming account value is over $5,000.” The Webull terms themselves say nothing about fees, so confirm with Public before counting on it.

SoFi

Coverage of the Webull offers named SoFi alongside Robinhood and Public, but we could not find a SoFi page with a Webull offer. SoFi's terms page, read October 10, described a general 1% match: “The Offer Period is from September 10 2026 – October 13, 2026, though SoFi may modify, suspend, or terminate the Offer at any time without advance notice.” Unlike the two offers above, “The transferred assets must be settled before the end of the Offer Period to be eligible for the match.” That offer has ended, and on October 17 the same page returned "not found".

Webull (the account you are leaving)

Webull's pricing page lists the outgoing transfer fee at “$75 per Outgoing Stock Transfer”, with Apex, its clearing firm, in the “Charged By” column; transfers into Webull are listed at $0.00. You do not start the move at Webull: the receiving firm sends the request through ACATS, the industry's account transfer system.

Protection while the assets are there: “Client securities accounts at Webull Financial LLC are protected by the Securities Investor Protection Corporation ("SIPC") for a maximum coverage of $500,000 (with a cash sublimit of $250,000).” “SIPC and Excess SIPC Protections do not protect against a loss in the market value of securities.”

How a transfer out of Webull works

  1. Open the account at the firm you are moving to, of the same type: Public says “The name and type of the delivering account must be the same as the receiving account’s name and type.” A Webull IRA goes to an IRA; at Robinhood, this offer covers only individual and joint taxable accounts.
  2. Start the transfer there, with your Webull account number. Robinhood's help page lists Webull among the firms where the “Account number must be 8 alphanumeric characters”. For a joint account, Robinhood counts the transfer as started once both owners have consented.
  3. Check what cannot move. ACATS does not carry everything. Robinhood: “Fractional shares are non-transferable.” Public: “Public is not able to accept some assets via ACAT transfer (because they are not supported by the central clearinghouse) including: fractional shares, crypto assets, and alternative investments.” Robinhood also lists options that expire within seven days and mutual funds. Assets that cannot move may be sold, and in a taxable account a sale can be taxable.
  4. Wait for it to settle. Robinhood: “After we receive an account transfer request, it typically takes 5-7 business days for the assets to be settled in your Robinhood account.” Both offers count the day you start, not the day it settles.
  5. Ask for the fee back where the receiving firm offers it. Robinhood's help page says to contact it to request the reimbursement.

Why the offers appeared now

On October 7, 2026, the House Select Committee on the Chinese Communist Party released a bipartisan report. Its press release says the investigation “finds that stock brokerage Webull Financial has not been transparent about its links to China.” The report lists six findings, including “Webull’s data practices expose American investors to PRC legal and surveillance risk” and “Webull’s clearing and custody safeguards are concerning.”

Webull disputed the report. In a statement printed by Crowdfund Insider on October 7 (Webull's own news page carried no statement when we checked), a spokesperson said: “It is deeply disappointing that the Select Committee published a report containing significant inaccuracies and unsupported conclusions without ever seeking clarification from Webull.” The statement adds that “U.S. customer data is stored in the U.S. and access to sensitive customer data is controlled by the U.S.”

We do not assess these claims. The offers above are each firm's commercial terms; read them whichever way you decide.

What this page does not cover

  • Whether Webull is safe, or whether you should move. We report what the committee, Webull and the brokerages published.
  • Other brokerages' general transfer bonuses that are not tied to Webull.
  • Moving crypto or futures, which do not travel through ACATS.

Rechecks and changes

Public's offer can change or end without notice. We will reread its terms on October 20, 2026, before its deadline, and list every change here with its date. If something is wrong, tell us.

  • . Robinhood's 3% offer for transfers from Webull ended at 8:59:59 p.m. Pacific on Oct. 16, 2026; the page now says so. Public's terms (open until 11:59 p.m. Eastern on Oct. 26) and Webull's $75 fee were reread and are unchanged. SoFi's terms page for its 1% match now returns "not found"; that offer ended Oct. 13.
